Rowing Canada Aviron (RCA) is seeking expressions of interest from RCA Licensed Umpires to fill the position of Chair on the RCA Umpire Committee.
RCA would like to thank Tom Blacquiere for over six years of dedicated service on the Umpire Committee. “I have been honoured to Chair the RCA Umpire Committee and to work with such an amazing and dedicated group of volunteers,” said Blacquiere. “I want to thank the RCA Board of Directors and CEO Terry Dillon for providing me this opportunity to make a contribution to the betterment of this sport. I wish the committee all the best as they continue their work at raising the standard of regattas across the country.”
The mandate of the Umpires Committee is to ensure that there is a robust cadre of Canadian Umpires with the appropriate education and development to ensure safety and fairness at all rowing competitions in Canada, and to represent Canada at international rowing competitions governed by FISA.

The RCA Umpire Committee meets in person once a year. The majority of the committee business is conducted by email and conference calls are held when issues arise requiring additional committee discussion.
This is an opportunity for an experienced, approachable leader who knows how to delegate effectively, enjoys collaborating with a team, and has refined oral and written communication skills that will enable them to effectively engage with individuals and entities (e.g. Umpires, Provincial Rowing Association Umpire Committees, FISA representatives). Top candidates will have these skills and attributes combined with the following:
- RCA umpiring experience, including having held the role of a Chief Umpire
- In-depth understanding of the RCA Rules of Racing
- Experience chairing a committee and/or working group
- Experience facilitating meetings
- Understanding of nomination and selection processes
- Strong administrative skills
- Problem-solving skills
- Knowledge of Provincial umpiring procedures and practices
- FISA umpiring experience is considered an asset
- Bilingualism is considered an asset
